pgmemcache - CVSROOT: Okey dokey...

Okey dokey... got tired of not being able to see how big the scope of a
change was, so I've imported the FreeBSD commit scripts and all of the
checks/fun that it entails. Most people probably won't care, but I find
the output to be rather nice and easy to read. It should be easy for other
pgfoundry project owners to copy this into their CVSROOT directories.
