pgAdmin Connection

After finally getting pgsql to operate in basic mode, I've hit a snag with pgAdmin3:

**Error connecting to the server: could not connect to the server: Connection was refused (0x0000274D/10061)

Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432?**

Does pgAdmin still require that I install a seperate odbc program? If so, where do I get it?

Do I need to assign the environment variables like PGDATA and PGHOST?
