$ fgrep 126 /usr/include/w32api/winerror.h | head -1

What does the following indicate?
$ cygcheck /usr/local/lib/postgresql/pljava.dll
Is pljava.dll dependent on other DLLs that cannot be found or do not
have the proper permissions?
