I needed to strace the postmaster.
Many thanks to Jason for his directions in:
http://archives.postgresql.org/pgsql-cygwin/2002-03/msg00013.php

But I noticed that in this configuration, this command
(or any SELECT, and probably any command)
didn't execute correctly in a PL/Tcl trigger:

spi_exec "SELECT getpgusername() AS connected_user"

The result is 0, and the variable isn't set.

Just for the record in the archives. I don't really
expect a fix, but can't help to think it's a very
unexpected side effect.
Better to know.
