If using cvs 1.12.x adjust CVSROOT/config to read:

LocalKeyword=PostgreSQL=CVSHeader
KeywordExpand=iPostgreSQL

If using FreeBSD and its expanded cvs 1.11.x adjust CVSROOT/options:

tag=PostgreSQL=CVSHeader
tagexpand=iPostgreSQL
