No, I have never tried to build the WIN32_DEV branch even under
Mingw/MSYS.

Sorry, I should have been more clear above -- substitute "recommend
using" with "suggest trying." My intent was to make sure the Cygwin in
Mingw mode approach was not overlooked.

Given my experience with building PostgreSQL under Cygwin, my hunch is
this approach should be very viable. However, I do not have any data or
patch to back this up. Feel free to ignore my post as idle musing.
