The above is fixed in Cygwin CVS:
http://archives.postgresql.org/pgsql-cygwin/2003-03/msg00053.php
and the Cygwin snapshots:
Just download the latest cygwin1-YYYYMMDD.dll.bz2, bunzip2 it, and
replace cygwin1.dll with cygwin1-YYYYMMDD.dll (when *all* Cygwin process
are stopped).
