Is make installed? What errors do you get when you try to run make?
Does configure run without errors?

Once again, if you are having trouble building PostgreSQL yourself, why
don't you use my pre-built Cygwin PostgreSQL distribution?

If you have MSVC++ installed, then the Win32 client libraries build OOTB.
I'm still confused as to whether you need the Win32 or the Cygwin stuff.
