Hmm... AFAICT, PostgreSQL builds OOTB under Cygwin (www.cygwin.com).

Yes, on the Cygwin mirrors.

Note that running Cygwin's setup.exe will automatically install PostgreSQL
7.1.1 on your PC. After installing Cygwin PostgreSQL, please read the
README file:

/usr/doc/Cygwin/postgresql-7.1.1.README
