Install the latest Cygwin and PostgreSQL 7.1.1 will be automatically
installed. Then read the README file on your PC:
/usr/doc/Cygwin/postgresql-7.1.1.README
In the future please post to pgsql-cygwin(at)postgresql(dot)org, instead of
sending private email, so others can benefit too.
