initdb is working fine for you -- there is no error.

postmaster is aborting due to a known Cygwin 1.1.8 mmap problem.
The output from cygcheck shows that you are still using Cygwin 1.1.8.
Please upgrade to Cygwin 1.3.1, this will fix your postmaster problem.
