Postgres Developers:

I have found what I believe to be a bug in the regression test procedures.
Specifically, the createlang script requires that the PGLIB variable be set
either via a command line argument (that is not documented in the man page)
or passed in via the environment.

When running the regression tests, the Makefiles fail to do either of these.

Setting PGLIB prior to running the regression tests solves the problem.
Perhaps this should be done by the Makefiles?
