where option can be:

       SYSID uid

     | CREATEDB | NOCREATEDB
     | CREATEUSER | NOCREATEUSER
     | IN GROUP groupname [, ...]
     | VALID UNTIL 'abstime'

test-# CREATE USER janos WITH SYSID 501 PASSWORD 'netuddmi' CREATEDB
