I would look in:

	CreateSharedMemoryAndSemaphores(IPCKey key, int maxBackends)
	{
	...
	    size = BufferShmemSize() + LockShmemSize(maxBackends);

LockShmemSize looks like a terrible mess, but my assumption is that the
problem is in there.
