OK.

BTW, anybody know why we have PL/pgSQL condition codes for conditions
that can't be trapped by PL/pgSQL? ERRCODE_ADMIN_SHUTDOWN and
ERRCODE_DATABASE_DROPPED are always FATAL. Seems like pointless code to
me.
