Ok, here are the RPMs for that:
For 32-bit:
http://yum.pgrpms.org/9.0/redhat/rhel-4-i386/repoview/letter_p.group.html
For 64-bit:
http://yum.pgrpms.org/9.0/redhat/rhel-4-x86_64/repoview/letter_p.group.html
Grab and install postgresql90-libs for libpq.
