Yeah JoshB reported previously. Thanks for the screenshot though it made
it a little more obvious. There appears to be a conflict between the
limit of how many times someone can submit, webform acl and privacy by
node. Changing it so people can submit as many times as they like (as
long as they are logged in) resolved the oddity.

It might taint the results oddly but it is easy to filter.
