I try this in psql (no parser error):
CREATE DATABASE BDE8IP WITH TEMPLATE = template1 ENCODING =
'LATIN1';
and I have this error:
CREATE DATABASE: could not initialize database directory; delete
failed as well...
May be a problem of file system with XP ?

Looks like it. Are there any spaces in the path to your data directory?
If that or permissions are not the problem I would suggest trying the
pgsql-cygwin(at)postgresql(dot)org list.
