Server not listening

Hi,

I can't connect to PostgreSQL now. Its throwing the following error - "
Server doesn't Listen. could not connect to server: Connection refused
(0x0000274D/10061) Is the server running on host "127.0.0.1" and accepting
TCP/IP connections on port 5432?"

I am running PostgreSql 8.4 on my local machine, OS Windows 7. The issue
started coming after I had a force shutdown of windows. The DB server was
running at that time.

I tried starting/restarting the server, but it throws an error saying
"System error 5 has occurred. Access denied!".

The listen_addresses in my postgresql.conf is *.

Any help is highly appreciated!
