I have an problem installing postgresql on windows 2000, after I have downloading the file binary PgSQL731wina1, ihave install him, but i try start the server give the error:

C:\Programmi\PostgreSQL\bin>serviceinstall
bash.exe: warning: could not find /tmp, please create!
11 [main] bash 280 init_cygheap::etc_changed: Can't open /etc for checking,

bash: line 1: ipc-daemon: command not found
bash: line 1: cygrunsrv: command not found

Why ?
I have another information to ask.
how i can save an object type file like home.jpg ?
Is possible to have an example ?
