yes this are the packages
you must verify, which version is that you need, i dont know how you
install postgres 11,
i dont know from repos that you installed,  but if you install from
https://download.postgresql.org/pub/repos/yum/11/redhat/rhel-7-x86_64/

here the packages "postgresql11-tcl"  exist

verify yours repos
