The following bug has been logged on the website:

Bug reference: 16493
Logged by: Vlastik Cc
Email address: vlastik(dot)cc(at)gmail(dot)com
PostgreSQL version: 10.0
Operating system: windows 10
Description:

when recovering data through a restore point, the database becomes
corrupted.
command "vssadmin list writers"
is this fixed in a higher version?

When creating a restore point, the system informs running processes about
this fact and it is up to them to be preserved accordingly (flushly cache on
disk ...). Obsolete / Win incompatible applications do not understand and do
not respond to this call.
