BUG #15843: Postgresql11 installation fails on Fedora 29

Hi,

I've been trying to install PostgreSQL 11 on a Fedora 29 host using the
instructions from https://www.postgresql.org/download/linux/redhat/, and
it's failing with "Failed to synchronize cache" errors. I'm including output
from dnf install of the repo rpm and of postgresql11 and from "dnf -v
repoinfo pgdg11" (not shown: I also did "dnf clean all" and "dnf
config-manager set-enabled pgdg11" and got the same output when I repeated
the repoinfo command).

Also, on a different Fedora29 host where I've been running PostgreSQL 11 for
a few months, a "dnf update postgresql11" also failed with "Failed to
synchronize cache" errors, and I've seen "WARNING Ignoring repositories:
pgdg11, pgdg10, pgdg96, pgdg95, pgdg94" messages in the DNF logs on several
other Postgres 11 systems for the first time today.

Any insight would be greatly appreciated.
