The following bug has been logged on the website:

Bug reference: 15817
Logged by: the Watchman
Email address: apeesoft(at)hotmail(dot)com
PostgreSQL version: 11.0
Operating system: Debian
Description:

I can connect to any created postgres server on pgadmin4 v4.6 before
changing the pgadmin4 user password.

However as soon as I change the password of my pgadmin4 user and try to
connect to any postgres server, I get the following error without connecting
to the server.
Failed to decrypt the saved password. Error: 'utf8' codec can't decode byte
0xa5 in position 0: invalid start byte

I notice that pgadmin4 user is saved in sqlite database. why then my
connection to any postgres server get this kind of error?

Please advice
Thanks in advance for your kind feedback

Edin Pena
PD: I tested with pgadmin4 v4.5 and it happens the same! :-(
