Subject: [PATCH v10 6/6] Add lz4 compression dictionaries

lz4 has no dictionary trainer of its own; its documentation points at
zstd's ZDICT, which the previous patches already use. A trained lz4
dictionary is therefore just a byte buffer, stored in pg_toast_dictionary
exactly like a zstd one, and the whole dictionary lifecycle (ownership,
containment, retirement, training) is reused unchanged. Only the codec
differs, so this adds one DictCompressRoutine for lz4 and a method,
lz4_dict.

The lz4 routine uses LZ4_loadDict() + LZ4_compress_fast_continue() to
compress against the dictionary and LZ4_decompress_safe_usingDict() to
read it back; the datum layout (long header, 4-byte dictid, lz4 block)
matches the zstd one. The uncompressed size is recovered from va_tcinfo,
so lz4's block format, which does not store it, is enough. Unlike zstd
there is no digested dictionary object, so the raw bytes are cached per
backend in CacheMemoryContext and dropped on invalidation of
pg_toast_dictionary.

Training still needs zstd's builder, so pg_train_toast_dictionary() on an
lz4_dict column requires a server built with both lz4 and zstd; without a
dictionary an lz4_dict column behaves like plain lz4. A column that uses
either dictionary method can be trained; the check and the error message
are now phrased for dictionary methods in general rather than zstd_dict.

Why lz4 dictionaries are worth having: for small, similar values, which
is where TOAST dictionaries help most, a dictionary nearly doubles lz4's
ratio (measured about +80% on ~1kB structured documents), bringing lz4
above plain zstd while keeping lz4's much lower decompression cost.

Covered by a new compression_lz4_dict regression test for the lz4 codec
path (whole and sliced reads, inline and external values, the dictionary
beating plain lz4, and containment); the codec-independent lifecycle
stays covered by compression_zstd_dict.
