Subject: [PATCH v17 08/23] autoconf: Unify CFLAGS_SSE42 and
 CFLAGS_ARMV8_CRC32C

There's no need for two different set of flags, as we'll only ever run on a
one architecture at a time... Simplifies meson PGXS compatibility.
