I doubt this does anything useful at best. Postgres has no builtin 
support for PL/R.

Try either:
  export LD_LIBRARY_PATH=/usr/lib/R/lib:$LD_LIBRARY_PATH
as the postgres user (or whatever user owns the cluster)
or edit /etc/, add /usr/lib/R/lib, run ldconfig.
