ecpg preprocessor

hi i'd like to write C programs with embedded SQL commands - apparently i need 
to use ecpg preprocessor. 
i have the psql server(7.3.2-3) & libs(7.3.2-3) rpms already installed.
should the ecpg(Embedded C Postgres preprocessor) be included in one of these 

or do i need to download the devel rpm? (maybe it's in there?)

or do i need to download it seperately?

i have searched for it on my system (ie man ecpg, which ecpg) but it doesn't 
seem to be there.
