I am seeing the same issue on Ubuntu 9.10 GNOME 64-bit with pgadmin 1.10.0. The window sizes are not remembered, though the internal arrangements are (e.g. if you moved the scratchpad). 1.10.0 remembers window sizes on Windows just fine.
