You have to specify the parameter in upper case:
bernd(at)[local]:bernd #= BEGIN;
bernd(at)[local]:bernd #*= \set ON_ERROR_ROLLBACK
bernd(at)[local]:bernd #*= SELECT a;
ERROR: column "a" does not exist
