If you want to start the client up in an xsession just type psql -d database_name. Now, that requires certain things, like database permissions for yourself, an existing database (or use the default like template1 or template0), and a command prompt. Are you asking how to start a connection to the sql server so you can make sql commands? If so, more help is available by typing "psql --help".
